President Volodymyr Zelensky has signed the law "On amendments to the Law of Ukraine ‘On defense of Ukraine’ on the organization of state defense”.
The relevant report has been posted on the parliament’s website.

In particular, according to the law, the defense plan is a set of documents envisaging the content, scope, executors, procedure and terms of political, economic, social, military, scientific, technical, information, legal, organizational and other measures of the state in preparation for the armed defense of Ukraine and its defense in case of armed aggression or armed conflict.

According to the document, the president approves the defense plan, its structure and the military-administrative division of the territory of Ukraine upon the submission of relevant documents from the Cabinet of Ministers. The procedure for developing a defense plan is determined by the Cabinet of Ministers.

The law stipulates that the defense plan will coordinate the activities of constituent defense forces and will enable preparation of state authorities, local self-government bodies, a unified system of civil defense, the national economy for the transition from peaceful to martial law and repel armed aggression, eliminating an armed conflict, as well as readiness of the population and the state for defense.
