Artur Mkhitaryan, the founder of one of the Kiev development company TARYAN Group and a regular participant in the ratings of the country's best top managers, wrote down an appeal to the country's president, Petro Poroshenko, in which a businessman asks to stop the pressure on him from influential corrupt representatives of law enforcement agencies.

According to Artur Mkhitaryan, for his company and dozens of developers, officials and law enforcement officers create artificial obstacles for doing business. Thus, the construction of several facilities is blocked by the Ministry of Culture, which refuses to issue the necessary approvals, even despite the fact that the construction is located on the territory of the former factory, not the green zone, or even a cultural monument. Along to this, according to the businessman, the prosecutor's office and the Security Service of Ukraine initate criminal proceedings against development companies by a lack of these approvals of the Ministry of Culture.

Artur Mkhitaryan calls such actions blackmail for personal gain.

“I am a Ukrainian entrepreneur, I do open and transparent business, do it publicly, promote entrepreneurship, innovations and improvements of our city. Systematically I invest in Ukraine and create jobs.” - emphasizes in his appeal Artur Mkhitaryan.
