Mikheil Saakashvili, Chairman of the Executive Committee of the National Reforms Council of Ukraine, intends to suggest adopting a new bill on the development of public-private partnership in Ukraine.
"I want to offer the National Reforms Council a new law on public-private partnership, where the main functions should belong to private entities, very enterprising and talented Ukrainians," Saakashvili said on the air of 1+1TV channel, an Ukrinform correspondent reported.

He stressed that public-private partnership should be developed in Ukraine: "We have to raise this partnership with small and medium-sized businesses and say that the state can perform only certain functions and other functions can be fulfilled together with people who create the wealth of this country and jobs."

Saakashvili said he was only going to help Zelensky carry out reforms and had no other ambitions.

He also added that he would be engaged in deregulation for business and prepared proposals to improve the situation at customs.

As reported, in October 2019, President of Ukraine Volodymyr Zelensky signed the Law of Ukraine "On Concession" No.155-IX, approved by the Verkhovna Rada. The document amended 25 legislative acts in order to regulate relations in the field of attracting private business to infrastructure on the terms of public-private partnership.

On 7 May 2020, President of Ukraine Volodymyr Zelensky appointed Mikheil Saakashvili as the Chairman of the Executive Committee of the National Reforms Council.

On May 8, Minister for Foreign Affairs of Georgia David Zalkaliani announced that, by the decision of Georgia’s Government, Georgian Ambassador Extraordinary and Plenipotentiary to Ukraine Teimuraz Sharashenidze would be summoned for consultations in Tbilisi after the appointment of Saakashvili.

In January 2018, the Tbilisi City Court found Saakashvili guilty of abuse of office in Sandro Girgvliani case and sentenced the former president to three years in prison. According to the investigation, in 2009, the then President of Georgia Saakashvili bypassed the Pardon Commission and illegally pardoned four employees of the Constitutional Security Department convicted for the murder of Girgvliani.
